From what I can tell, the cocaine incident happened ten years ago, back in 2014. Here's one write-up about it from 2016 --
The PROMESA $4.25 wage issue appears to be from 2016. It allowed employers to pay new employees who were under 25-years-old $4.25 hourly for up to ninety days from date of hire. This was touted as a stimulus of sorts, with the $4.25 minimum wage for up to ninety days for new workers under 25 being a temporary measure put in place for up to four years. I'm not at all familiar with the circumstances in Puerto Rico at that time that may have prompted this bill, economic or otherwise.
