How does one know what time zone the tweet is from?
When you view a tweet on Twitter, the timestamp displayed shows the local time zone of the device or browser you're using. Here’s how it works:

Local Time Zone: The time shown on a tweet reflects the time zone of the device you're using. For example, if you're in New York, the timestamp will show the time in Eastern Time (ET). If you're in Los Angeles, it will show Pacific Time (PT).
Tweet Posting Time: Twitter records the time a tweet is posted in Coordinated Universal Time (UTC) on its servers. However, when you view a tweet, it converts this UTC time to your local time zone.
They use geolocation tied to the IP address of the logged in person making the tweet to determine the time zone. If they connect via a vpn at some other time, I'm sure twitter is smart enough to figure out which time zone you're more often than not within and go with that. It could also be set in twitter settings. I don't use twitter any more so I don't know.

By looking at your own time zone. Because all tweets you VIEW show the time it was posted at YOUR time zone.
Example in this post. I am mountain standard time. All timestamps for Q proofs use eastern time zone. Thus, I am in MST, thus, I add 2 hours to get the Eastern Time Zone.
