I wouldn't be surprised if the 'refusal to see' is caused by blinding fear, though..

Maybe we need to shift focus; instead of encouraging people to 'see', maybe we should encourage them to rather be brave? With gained confidence, horizons widen.

.. but it's one hefty spell to break.
