On 8.13 there were two referendum questions on the WI primary ballot that would have changed things from pandemic 1.0. It didn't pass so it keeps things that same (the liberal dem governor took it upon himself to decide how pandemic funds were used) and poof, the next day ... pandemic 2.0 shows up. WI is just one small part, but it seemed very coincidental. It's also very close to the Chicago area where the DNC is supposed to be held.
