Two things: 1) Who investigates the FBI? Military?

Remember "Trust Wray" -Q I always thought this was one of those "sometimes disinformation is necessary... things. But, since the investigation is almost entirely FBI run, Wray knows. What if he was embedded to blow this whistle?
