We have government digital IDs in New Zealand, and right now, it is only required to government things, like filling a census, or filing returns etc., not social media, or using the internet generally.

It would force the issue of needing an ID to vote. Which is the big stumbling blok. But as pointed out, mass 'amnesty' has been carried out.
