If they had a double your money Law for every ineligible voter discovered, it would be way more fun. It could have a One challenge limit per Citizen. If the government is right, they were all eligible voters, the government gets to keep all the money. If the people wanting it looked into were right, they get double their money back from the government. I see a self-repairing solution to a corrosive problem.
