Real lawyers would have forced the 4th circuit to explain how The Criminal WILL get a state 'license' and How That state control over The Citizen will have ANY affect on Crime. The States that have turned to Constitutional carry (Everyone Has a firearm) HAVE the Least CRIME. THEY KNOW THAT. This is about corrupt Money kickbacks.
