I certainly hope there's more than just this, but us voting is itself a safeguard against fraud.
If the machines could simply flip an arbitrary amount of votes at the press of a button, they wouldn't have needed to bus in ballots in the middle of the night. This tells us that it IS possible to outvote the fraud. The less margin for fraud they have, and the more work they have to do to create fake ballots, the better for us and the harder for them to succeed.
