I think one major assumption you are making is that it is either all or nothing... either Trump is 100% control of everything, or than he is in control of none of it and there is no devolution at all whatsoever and therefore no plan!!!! My rudimentary understanding is that through many different (legal) avenues, Trump team was able to parcel out certain, likely crucial and important, powers of CIC and office of president. I remember early on Biden was upset that they could not receive updates of information from certain divisions in the Pentagon. The powers of CIC are not all contained in or derived from a single source.
