I may be wrong of course, but I don't think her "election" will be a sign that the plan failed.

In BOTH of the avenues listed above, it would be the case that the "officials" announce that Heels Up "won". It is what happens AFTER that differs.

And depending on WHAT happens AFTER, will indicate either plan is successful, or it failed.
