So maybe the mayor now has to get a court order before he can send a cop to pull me over for speeding? C'mon man, think it over.

People and their possessions are being held hostage at gunpoint by a foreign gang of criminals. No court order needed for the police to act or for the mayor to order it to be dealt with.
