with repayment only of any increase in the home’s value when sold. The program had no money, making the idea completely ridiculous, and considering billions have gone missing from homelessness funds, transportation projects, and marijuana taxes, even if there had been money, it likely would have been stolen or misused like everything else. It’s like promising money that doesn't exist, only to watch it disappear anyway.
