before it even made it into any history book, it was considered a success.
in fact, the bombing of dresden is actually pretty widely criticized in history books, even today. but at the time it occurred, the military considered it a success.

i think in general we have higher standards about civilian casualties now than most sides did in WW2.
in this case its hard to say whether it was a misfire, or Israel just wasn't prioritizing civilian safety. neither would surprise me, really
