CHRISTOPHER MILLER, ACTING SECRETARY OF DEFENSE: …and in no way, shape, or form did I interpret that as an order or direction.

Just one thought, maybe Trump/Miller didn’t want “an order” for guards; but Trump wanted to OFFER guards, and then whoever rejected that offer (Pelosi and Bowser) would be responsible for the failure of securing the site. Ideally the public would learn about that failure not in ‘21, but when it matters more, just prior to the ‘24 election.
