I am very skeptical of the idea Kyle was advocating in the chat that there was no one above Diddy, Diddy was the top. It seems extremely unlikely he could run that big an operation without the Cabal being aware and wanting to own it.

I think Kyle has the idea that there are only a very small minority of criminals in the government and agencies.
