It doesn't say that you can submit you ballot electronically.

It says you can get a ballot emailed to you.

You would then print out a physical copy of your ballot, fill it out, and then send it back however you're supposed to.

I wish people would stop just posting screen grabs, and give a link to the thing they're posting about. I think there is a lot of unneeded confusion because of this.

How difficult is it to provide a link to what you're posting about?
