Yes and no. They can steer it, they can enhance it, they can provoke it. If they could control it, they would have hurricanes doing loops into Florida. 50 tornadoes slamming into Mar A Lago.

There was 11 tornados in the Dallas/Fort Worth area in the same day back when Obama was in office. So yes, it can be done.
