A NOTE ABOUT GENERAL AVIATION FLIGHTS FOR RELIEF EFFORTS:
Thank you to all of the generous general aviation pilots who have been coming to the airport to deliver relief supplies. To ensure safe and efficient operations, including smooth arrival of military and private aircraft involved in relief missions, the FAA has issued a temporary flight restriction in Western North Carolina. The state, along with FEMA, have established a process for general aviation pilots to obtain pre-clearance for landing at AVL. For details, pilots can check the Notice to Air Missions."
Where's the heavy lifts bringing supplies? If they flew from Bragg I'd see/hear them. I'm not seeing videos of C13X landing there. Nothing on ADS-B. The runway is 8400'. They've landed a 747 there before.

I am surprised that the EAA (Experimental Aircraft Association), who runs an international week long airshow in Oshkosh, WI. Which manages a huge influx of civilian aircraft and some military too.
Have not offered their air traffic experiences or haven't been asked? I've had the privilege to ride along in a Cessna 172 into Oshkosh 30 some years ago. The air lane going to was like being on the freeway!
If anybody could handle this influx of patriotic aviators. They can!
There are multiple flight ops orgs with disaster experience running the airfields and ATC control in AVL and HKY. They are doing a better job than the Fed gov.
No MIL traffic in the region. One C-17 sitting on the ground at AVL: https://globe.adsbexchange.com/ (Click the U on the top to see MIL only)
