Let me preface by saying, please do not attack. This is just a theory. Call it a hunch if you will. There is nothing pre planned or organized about this hurricane. The response however, suggest to me that the good guys are in control. Keep this very important thought in mind. Trump said we are taking power from Washington and giving it back to you, the people. So I believe Washington is incapable of disaster relief because Washington does not have the real power. Ask yourself, who showed up first? It was DJT (the real CIC)! All funds are being given to private charities to help. (We the people) it is not up to the government to save us but, we the people to save ourselves and each other. So the movie we are witnessing is the old guard being so inept that nobody could keep going on about how great the gov is. TV was created to influence and brainwash people. So through clandestine means, along with actual disasters, people are being forced to see the reality of our overlords. We are watching America at its best. Great patriots, nationwide, are descending upon Appalachia to help. The screenshots you see are what is controlled. FEMA not helping is on purpose.
