In my opinion, they know they have lost and they are going to go full bore evil on us from now til after Januarry 20. They will still try to cheat but If they can provoke us into an "insurrection" (their definition) before that, they will just cancel the election and/ or the transfer of power based on an emergency.
This failure of FEMA may well push people over the edge and I think the administration is hoping for.
By the way - wasnt the Supreme Court ruling on the Chevron decision supposed to take away all the powers and policies that fema and all federal agencies made up on their own beyond what Congress approved? Or is this something Trump will actually have to find a way to take away from them and start from scratch?

Chevron took away the Federal departments abilities to make new rules.
There are still regulations on the book that are basically Grandfather'd in.
But they are more easily able to be challenged, no?
Yes, the old regulations are now easier to challenge as long as there is no congressional law backing it.
