I was thinking about this today.

If you think about movies that involve time-travel.

When you change something, you change everything.

If the Q team does anything outside of "the plan", then maybe the plan won't work.

That's why the WHs can't/won't/shouldn't intervene on these "battles" because they're focused on winning the "war".
