I m guessing at this point that FEMA is putting the landing zones to close to the people on purpose,or they are controlling the air traffic in the area.

I don't really think,FEMA can order the National Guard,to do something like this. I'm pretty sure the Oklahoma national guard would tell FEMA to fuk off,and the North Carolina guard is probably the same.
