If I steal a candy bar, I will likely be arrested, get printed, booked and charged If I steal $5,000, I will likely be arrested and have a Felony charge to deal with

If I steal Millions or Billions of taxpayer dollars, I am apparently immune from prosecution and get to keep any kick-back dollars I am given by my co-conspirators.

Rope is the only solution.
