Is it possible that the insane drive to develop solar and wind power is to create supplemental power to feed the HAARP systems without taking down general power grid?

We have grid ready fusion reactors at least, and quite possibly quantum vacuum state energy harvesting (zero point energy).

Solar and Wind is about kickbacks for politicians and nothing else.
