I'm wondering if the insurers have something to do with it. They stand to benefit the most in the short term. Everyone knows how much of a scam financial liability outfits are.
Insurance is based on calculated risk vs premiums. Floods are so unpredictable that only the gov't offered flood insurance, in certain flood plain areas. Which people in those flood plain areas should have purchased.
This was so unexpected, no one has flood insurance. Total loss. May God and other citizens help these people. Total loss of property, with only the land to sell . . . to whom wants that land?!?

Blackrock and Vanguard want the land. They will put up multi housing units and rent for exorbitant amounts.
With no flood insurance, these homeowners cannot afford to rebuild and will have to sell their land! Tragic!!
