Unfortunately he can't literally say "Go buy a generator, there are going to be blackouts during the precipice"

Why can't he just say that?

Why is it that he can speak in riddles and code, and make little air quotes "q"s and drop the number 17 and all that, but he can't just say "get a generator, there are going to be blackouts"?
