SpaceX would have to have contracts in place to facilitate their spacecraft on the launch pad. They can simply refuse to offer or sign contracts. Fortunately, there are other places to launch a spacecraft that are not so crazy. It may turn out not to be such a bad thing for Elon.
I doubt it. He probably leases it. Launch activities are a whole different business. I could be wrong... but we have a space launch facility in Alaska, and customers lease the space.
How are they blocking the rocket launches? Are they threatening to shoot the rockets out of the sky?
