It's a federal appeals court ruling so is very important insofar as the other jurisdictions can cite it (including district courts across the country).
The federal circuit courts are only one step below the Supreme Court, which is the end of the line.
The importance of the ruling cannot be discerned without reading the opinion (It could be a very narrow ruling - let's hope not!).
