When flooding is expected they have to open the gates so the dam won't fail. I live next to the overflow and if a big storm or the melt off of snow is to much they always open it up. The mudslides came off the hills that had nothing to do with the dam. It was too much water at once that caused it, using weather mod., and it has been proven on "redacted".
