Campaigning by US citizens for US elections is obviously not illegal.

What I am calling out is a foreign political party, the UK Labor Party, engaging in a US Election process.

... or of any person acting as an agent of or on behalf of a foreign government, undertaken with the purpose or effect of influencing...

Your bolded words covert, fraudulent, deceptive, or unlawful actions are followed by an or as I have quoted above.

I appreciate your thorough response. I guess we will have to agree to disagree on our interpretation of EO13848.
