If Trump wins but Biden refuses to certify due to claims of foreign interference, unrest could lead to a martial law declaration aimed at delaying the transfer of power. The military, sworn to uphold the Constitution, could reject this move and instead enforce a military-guarded paper revote to ensure a fair outcome and restore order.
