A Xerox copy has no "layers", has no photoshop fingerprints. It's just a .pdf of an image that was place on the scanner.

An AVERAGE intelligence person would

Print out the photoshop manipulated image.
Scan the printout

The resulting file would be a single, flat document. But that would require AVERAGE intelligence.
