Is there something I don't know about where they falsify the number of votes cast to be less than the number of registered voters before the final votes are cast but after early voting ends?
Is the number of votes cast "so far" a number that is displayed somewhere until Nov 2nd when early voting ends and then it gets hidden before they add up the rest of the votes?

You're right. It seems to say that the number of votes cast "early" would be equal to or greater than the number needed for a candidate to win. I assume that means if all the votes were for a single candidate. Either way, I'm still confused. I don't know why this would be an interesting thing to witness. What are we going to learn if the number of votes that are made early is greater than the number of votes needed to win. I do see that it specifies "registered voters", are they implying something about voter fraud?
They can't manufacture ballots after election if everyone voted early is my take. They also would have little success in shutting down polling places in red areas on election day if everyone voted early.

Read it again. It says nothing about number of votes cast exceeding number of registered voters

Well at the last election they just a dumped a bunch of votes for Biden at the very end and it was obviously fake but Biden still became the president
