That doesn't account for Same Day Registration. It's when people register to vote after the regular registration deadline has passed. Different states have different rules for same day registration. Here's what Virginia has for theirs.

Same Day Registration (SDR) - What is it?
Voters who miss the registration deadline may now register or update their name and address in-person during Early Voting or at their polling place on Election Day. You will register and cast your ballot at the same time.
All new registrations received after the deadline will vote a provisional ballot. Voters who are only updating their name or address might be able to cast a regular ballot depending on the change. Please contact our office if you have questions about your change.
Applications received online, by mail, or from third party registration groups after the deadline will be processed after the Election. Voters who submit applications after the deadline are able to complete a Same Day Registration and cast a provisional ballot in person at their assigned location.

They're limited by TOTAL REGISTERED VOTERS. They cannot exceed this or it will be blatant cheating and called out.
Last I checked, PA was.over their registered voter totals. Possibly MI too.
