When I was younger it was a big deal to vote. Everyone knew the importance of having your vote counted on election day. I voted out of state once and made sure I mailed it as soon as possible so it would arive several days before the count. We sure went sideways on elections in the last 30 years.
But as pointed out in earlier post of this same thing, this rule by 5th only applies to certian states. It is not, as far as I can ascertain a nationwide ruling.

Goes into effect Nov 18, after this election, so is for future elections not this one. Of course it will be appealed as well.
