i believe if you're not an employee at board of election, you would have to be an official with a political party of a candidate on the ballot to observe. Claiming to be a citizen journalist might work, if you're not involving yourself and scrutinizing their performance
Contact your county Republican Committee. They are in charge of making sure poll workers are trained and assigned. The Pedocrats do the same thing. The polling Marshall and Inspector are supposed to be from different parties. The same for observers. Electioneering is legal “outside” of the 75 foot limit.
