The one thing I don't like about this statement is it implies it wasn't planned and he was caught off guard the first time around.

He was caught off guard. He admitted that he didn't realize the extent of the corruption of the people who were supposed to be on his team. This time his team is fully chosen by trusted people. He 100% has stopped the leaks.
