He actually said several times CIA was more the operations than the policy arm of this mechanism.
But that wasn't his main point imo.
His main point was that this mechanism for doing things is going to be in place no matter what, because it works re: statecraft.
What he was trying to stress is what happens when that mechanism gets taken over by people who are IN IT FOR THEMSELVES, not for We The People. And when the people no longer have oversight of any kind, and suffer though egregious abuses by those with so much hermetically sealed, institutionalized power they cannot be reined in. Or destroy the people and their protectors when their power is challenged. (What we're living through today.)
Which is exactly opposite our Constitutional Republic's principles and practices.
Having said that, this is an incredible interview. Once you get past the interviewer's grandstanding and Benz gets to just talk, it's like a full-semester course in representative national governance in an era of neofeudal global internationalism. The way he ties together so many facts, events, and trends that the MSM have isolated/fragmented-----I was so impressed I hit repeat at the end.
“I always try to stress that the CIA is second fiddle in everything it does. It is, it only exists for two purposes. One is, it is a plausibly deniable support agency for the State Department to pursue state department goals, or it’s a plausibly deniable covert support unit for the military for paramilitary DoD activity.
… behind every dirty cloak and dagger CIA operation is a dirty Assistant Secretary at the State Department or a dirty member of the State Department's policy planning staff, or a dirty under Secretary of Defense, or a dirty person on the National Security Council who's coordinating that.”
The CIA exists primarily as a support mechanism for State Department goals, operating as the “low-level hit man” rather than the mastermind of foreign operations.
