The income taxes in illinois is a flat tax. And tied to the state constitution. Cant be raised without putting the tax increase to a referendum vote at election time. There was no increase of taxes on the ballot. So the taxes he is referring to has to be from something other than income tax. Possibly municiple tax increase in Chicago, or some other fee increase.
