Miami-Dade ballot box mishap caught on camera; elections employee fired

With just a week before Election Day, Miami-Dade County’s Elections Department is responding to a troubling incident caught on camera involving early voting ballots inside a ballot box on a Miami-Dade road after falling from an unlocked truck.

So I'm confused. Were they on the back of an actual pickup truck and someone failed to latch the tailgate? If so why were ballots even in a truck bed ? Did the truck bed have a top on it ? Or were they in a van of some kind and failed to close the door?
