I think he's lying, or at the very least playing dumb. I don't think he knows for sure what is in the envelopes, but probably has a good idea. What I think he is being untruthful about, is not knowing about this taking place in general. If you look at JJ's face after he brings it up and plays the clip, JJ is trying so hard to hide that shit-eating grin he's got plastered on. He's not dumb. He knows damn well what's happening. But obviously smart enough to know he probably shouldn't talk about it. So he acts dumb and clueless while trying to hide that smirk.
