idk, at this point i'm thinking that the WHs would happily take the devolution path and gradually bring back the world to normalcy instead of one big event. disinfo is necessary and if they can keep the clowns from killing people by taking more time to fix things, they'll do it. the BHs will just keep holding on to their big nasty cards to reply to WH grand gestures instead of using them. eventually it will be too late.
