I would say they only stopped part of the cheat. I think some vote flipping hhappened in the big districts and the rural areas that the dems didn't control came out in force and voted heavily trump with out any cheating. It was a combination of to big to right and removal of fake voters from the rolls and shutting g down voter suppression and flat stopping some of the manufacturing of votes after the fact.
