Hold all meeting via encrypted zoom but not divulge his location to anyone. Tell the fake news he is one place when he’s at another.
If he wants to go somewhere he gives no advance notice to anyone but his closest security. Regular looking SUV. Just pops in to everyone’s surprise and leaves through underground parking or by helicopter without fanfare.
