From what I understand his resignation was crucial for the appointment to be underway. Clue is from Massie's quote:

Rep. Thomas Massie (R-KY) responded to a question about whether he thinks Rep. Matt Gaetz (R-FL) would be confirmed by the Senate by pointing to “recess appointments.”

is the recess appointment kicking in somehow because Gaetz resigned? Situation is still developing.
