He wasn't a police chief he was one of the deputy chiefs under the sheriff. I did directed high risk security teams for a decade in vegas while he was there and had many meeting which he was part of. He wasn't well liked by the troops and I had a couple dozen retired metro guys on my staff.
We're all learning. You just used the term "Incident Commander" and that just flipped a bit for me on who we should be looking into in our local areas. That would seem like a likely person to steer people away from any evidence that leads to the cabal in a large crime event.
