Many Americans have devoted countless energy and donations to make those countries better for . . . the people who live there.
You're right, and I think that's why individual Americans are generally welcomed by the people of those places. They seem to be able to distinguish between the American people and the American government.
What's less distinguishable is the difference between American government and American corporations. In that part of the world, they probably look identical.
