The 2002 midterm election is just as successful as was 1994 for Republicans. And it was for different reasons because 1994 wiped out Democrats in both houses while 2002 saw gains in both houses when, historically, the ruling party (White House) sees losses with the most notable being Bill Clinton having to bare witness to the 1994 wipe out of his party in Congress.
