For clarity...

When was it declared that "cartels" are legally considered "terrorists"?
What kind of cartels are "terrorists" ?
Is it just drug cartels, or does the scope extend to human trafficking "Cartels"?
Who defines what a "cartel" is?
At what point does an entity graduate from "small potatoes" to a full fledged "cartel" ???

Lots of questions need to be answered...

The word "cartel" does not appear in the PA document...

Yeah, might need an amendment but if they classify fentanyl as a biological weapon or even coke that would work. The cartels are into everything so any of their activities will be included if they get nailed on one.
